What a Wanaque property actually needs

Wanaque is mountain ground with a very large body of water in the middle of it. The Wanaque Reservoir covers roughly 2,310 acres behind the Raymond Dam — around 29.6 billion gallons, the second largest reservoir in New Jersey by volume — and it has been there since the water first came through in 1930. Water is thirteen per cent of the borough by area, which is unusual, and it shapes both the land and the rules.

The rules part matters more than people expect. Around 4,665 of the borough's 5,968 acres sit in the Highlands Preservation Area, the most strictly protected tier — roughly seventy-eight per cent of Wanaque. That is a real constraint on what can be cleared, graded and built, and it is worth knowing before a plan is drawn rather than after.

The borough is really two places: Wanaque, formerly Midvale, and Haskell, each with its own ZIP and its own post office. Between and around them sit the small lake communities — Lake Inez, Lake Washington, Meadow Brook Lake, Stephens Lake — on wooded, sloping lots that back onto the Ramapo ridge. That is slope, shallow soil over hard rock, and an autumn leaf load that a single visit does not clear.

We are on a steep, rocky lot. Can you still build a patio or a wall?
Usually yes, and slope is often the reason a wall is the right answer rather than an expensive extra. What changes is the base and the drainage — on this ground water has to be routed across the surface deliberately, because it is not going to soak away into rock.
Do the Highlands rules affect what we can do in our own yard?
They can, depending on the scale of what is being cleared or graded and where the property sits.
